ST. CHARLES PARISH PARKS AND RECREATION DEPARTMENT’S VOLLEYBALL PROGRAM

Indoor Volleyball Practice / Indoor Volleyball Games

  • Once the game practices are over, we kindly ask that all participants promptly exit the facility for staff to clean and sanitize the area. This is done to ensure that the next scheduled practice can start on time.  
  • We kindly ask players, coaches, and spectators not to gather in the Lobby/Hallway of the EAD Community Center, Sacred Heart Gym, and St. Charles Parish Public School Gymnasiums.
  • We kindly ask that Coaches, Players, and spectators wait until it is their scheduled time to enter the facility.  
  • Restroom will be available for use; we ask to please wash hands and throw away trash in the trash receptacles.
  • Concessions will be sold. 
  • We recommend all players bring their own water or drink into the gym with their name on it.
  • Please remember RED DRINK will not be allowed in the gymnasium, because of the stains that it causes to the floor.

PHILOSOPHY

 The purpose of the St. Charles Parish Parks and Recreation’s Volleyball program is to promote local games with control over ages, behavior of the participants, their coaches, spectators, and create a safe playing environment.  Additionally, this program is to acquaint boys and girls with such fundamentals as serving, setting, volleying, blocking, and moral character.

 

Sports can be very competitive which can place unneeded pressure on the young children playing in the program. It is not the aim of St. Charles Parish to put pressure on the youth in our program which may influence their future participation within the department, or any other programs in which they may later participate. We feel that coaches who are selected be mindful of positive teaching techniques of team fundamentals with coaching to win, but not at all costs.  Every effort should be made to educate participants and spectators to accept the decisions of the officials and not to act in any unsportsmanlike way that could affect them or the program. Our goal is for the participant to have an enjoyable experience, and to accomplish this goal, help from everyone is needed. The following pages of rules and diagrams were designed for this purpose and not a prime method of disqualification of any boy, girl or team. These rules were set up to eliminate causes of disqualification, giving each coach a governing policy in working with their team and within the volleyball program.

 

ELIGIBILTY

 

All teams and coaches participating in the sanctioned SC Volleyball League will be under the supervision of the St. Charles Parish Parks and Recreation Department.

 

Each child must complete a registration form.

 

Each child must play in their own age group “NO EXCEPTIONS.”, unless approved by SCPRD.

If a booster club does not have a team in a particular age group, the child is assigned to another booster club by the SC Recreation Department. He/She must register with their booster club first, before being transferred.

 

No player is allowed to participate on more than one SC team per sport at a time.

 

No child is allowed to play in SC Volleyball Program that plays on a High School or Junior Varsity team.

 

September 1 is the age cutoff date for all teams.

 

TEAM ROSTERS:

 

Rosters must be typed or printed in ink. A team member without completed registration form and necessary information is considered an ineligible player. PENALTY: May forfeit all games they’ve played in. Rosters will be closed after the first regular season game.

 

A.)   All rosters must have Head Coach and Assistant coaches, name, address and phone numbers. A new resident may be added to a closed roster only upon approval of the recreation department.

 

B.)    All coaches must be 18 years of age to be a Head coach.

 

C.)    All coaches must sign a code of conduct contract which will be kept on file.

 

D.)   Eight players compose of a team. Each team can have no more than Four (4) female players with maximum of two (2) male players on the court at one time.  (TEAMS MAY START A GAME WITH 4 OR 5 PLAYERS). We encourage all teams to have at least 6 players for tournament play. You may not start a game with less than 4 players.)  unless illness, injury or disqualification has occurred after the start of game, play will continue.

 

SPECIAL RULES

 

Every child must play.  Every child must play one complete game before the start of the third game.  

 

Only two (2) male players are allowed on the court at once.

 

No jump serve or round house serve allowed by male player.

 

 Penalty: SIDE OUT, LOSS OF SERVE AND POINT FOR OPPOSING TEAM.

 

 No male players will be allowed to hit over hand at any time.

 

PENALTY: SIDE OUT AND POINT FOR OPPOSING TEAM.

 

No male player will be allowed to serve or hit the ball in a side arm manner.

 

 PENALTY: SIDE OUT AND POINT FOR OPPOSING TEAM.

 

 Home team will serve first in the first and last game.

 

Any changes or re-scheduled games will come from the parks and recreation department. Games may only be rescheduled due to school functions resulting in teams not having enough players to field a team. Games will not be rescheduled for outside activities other than school related functions. If teams have the minimum number of players to start, then the game must be played. This includes both regular season and post season games. If a head coach is unable to attend the game than an assistant coach must step up and coach said team. A parent who is background certified may coach in both the head coach and assistant coaches’ absence. Otherwise, the game will be considered a forfeit. 

 

All games will have a time limit except the championship game.

 

BOUNCE BALL ONLY

No player (boy or girl) may score more than 3 consecutive points during their serve.  Age 5-8 (bounce ball.) This means the ball is allowed to bounce once on each opponent’s side before contacting the ball. Two bounces will result in a side out, point and serve awarded to the other team.

If a serve does not make it over the net the middle player in the front row is allowed to assist the serve. However, if the serve goes into the net and does not go over players cannot assist the ball over. Point and ball are awarded to the other team. 

 

 PLAYING RULES:

 

Each team must list first and last names of players, on the first score sheet, along with the list of substitutes on the first score sheet.

 

One (1) hour time limit for all age groups. Rest period between games shall be three (3) minutes. If time runs out and you still have one (1) game to play, you add fifteen (15) minutes to play.

 

NO GRACE PERIOD: If late for the first game, you forfeit. Ten (10) minutes later forfeiture of second and third games.

 

Once you turn in the number of players and game has started, if players come in late, they may play but Coach does not have to play late players.

 

Substitutions may be made anytime, in case of injury. Players may re-enter the game but must replace the player that replaced him/her.  IF VIOLATED PENALTY: Side out or Point. If all substitutes have already entered game and a player is injured, the substitute sitting out may re-enter the game although he/she may have played a different position in the serving order. The injured player in this case CANNOT re-enter the game. Coaches reserve the right not to play players under the following conditions, for any type of disciplinary actions or missed practices.

 

Each team is allowed two (2) time outs per game, the clock will stop on time outs.

 

If you forfeit two (2) playing dates, you are automatically out of post-season play, if you forfeit three games your team will be removed from league.

 

Any undo harassment by a team or followers is caused for that team to lose by forfeit after first being warned by official.

 

KEEP IN MIND, THIS IS A RECREATION PROGRAM AND EVERY KID WANTS TO PLAY.

 SCORING:

 

 Matches will be decided by the best 2 out of 3 games.

 

 Games will consist of 25-point rally score except the third game which will be 21 points rally score. This means every serve is a point.

 Team must win by at least two (2) points; teams will change sides after each game.

 

 The ball, after hitting a player above or below the waist is still in play.

 

 Players are not allowed to catch, scoop or lift, or throw the ball. Two handed serves are not allowed.

Below the waist is legalhoweverif the ball is hit below the waist of the child such as the foot or knee and then hits that same player in the arm that is considered a double hit. (Point and Ball is awarded to the opposing team)

If the ball is hit below the waist, such as a foot or knee and hits another player and goes over the net, that ball is live and a legal volley.  

 

 No more than three (3) players may play the ball on one side of the net. Players may touch the ball before it is returned, but not twice in succession.

 

PENALTY: Point or loss of serve.

 

 FOULS: THE PENALTY FOR FOULS IS A SIDEOUT OR POINT.

 

1.       Server uses two hands on serve.

2.       Sever steps on serving line while serving.

3.       The ball touches the net on serve and does not go over.

4.       Touching the net or reaching over the net to play the ball (However, a follow through over net is legal.

5.       Failure to rotate.

6.       Failure to receive acknowledgement from the referee before serving.

7.       Four hits on one side.

8.       A player plays the ball twice in succession

9.   Ball caught, pushed, lifted, rolled on body is an illegal hit.

10. In a volley, players are allowed to play the ball off the net. If the ball is hit into the net on the third hit and does not go over; Point is awarded to the other team.

END OF SEASON TOURNAMENT: WILL HAVE A SINGLE ELIMINATION BLIND DRAW TOURNAMENT

End of the season tournament for all leagues will be seeded by a blind draw single elimination tournament This means the best 2 out of 3 games will decide the match.  Games will consist of 25-point rally score except the third game which will be 21 points rally score. This means every serve is a point.

Team must win by at least two (2) points; teams will change sides after each game.

Reporting scores: It is important that coaches email us their results after each game. Please include date: Team name, age group, and final score. Please send all scores to lsmith@stcharlesgov.net

Only the parks and recreation department can postpone and reschedule games. Games will not be rescheduled due to activities outside of SCPRD programming. This includes vacations, other non SCPRD sport affiliated programs, etc.  Games may only be rescheduled to do school events causing teams to not have enough players. However, if teams have the minimum players to play, then the game must be played. This includes both regular season and post season games. Games cancelled due to weather or unforeseen circumstances will try to be rescheduled if the calendar of dates allow.  Any playoff games cancelled due to unforeseen circumstances will be rescheduled to the next available playing day. If the head coach is unable to make said game, then the assistant coach must step in and coach the game. Teams who are unable to have the minimum required players to field a team for said game will result in a forfeit. 

 

 CONDUCT

 

 1. All coaches, players, parents and fans are expected to conduct themselves in a respectable manner. Coaches should instill a positive attitude with participants and display sportsmanship by his or her team sportsmanship.

 

 2. Ridicule of “razz” or profanity by coaches or members of the team made towards officials opposing team will not be tolerated.

 

 3. The will be no use of alcoholic or tobacco products at any time, on or off the court.

 

 4. Cheating or gross misconduct will lead to the termination for a period of two (2) years (this includes players, coaches and spectators).

 

 5. Any player or coach removed from the game for unsportsmanlike conduct will be suspended from the team’s next game. (Forfeits do not count as a game played). The second penalty on the same coach during any other game will result in the termination of the coach for the remainder of the season.

(State Law); Louisiana Rev. Stat. Ann. Section 14-34-4 p34.4.  Battery of a school or recreation athletic contest official 

A.(1)  Battery of a school or recreation athletic contest official is a battery committed without the consent of the victim when the offender has reasonable grounds to believe the victim is a school athletic or recreation contest official. 

(2)  For purposes of this Section, "school athletic contest official" means any referee, umpire, coach, instructor, administrator, staff person, or school or school board employee of any public or private elementary and secondary school while actively engaged in the conducting, supervising, refereeing, or officiating of a school sanctioned interscholastic athletic contest. 

(3)  For purposes of this Section, "recreation athletic contest official" means any referee, umpire, coach, instructor, administrator, staff person, or recreation employee of any public or quasi-public recreation program while actively engaged in the conducting, supervising, refereeing, or officiating of a sanctioned recreation athletic contest. 

B.(1)  Whoever commits the crime of battery of a school or recreation athletic contest official shall be fined not more than five hundred dollars and imprisoned not less than forty-eight hours nor more than six months without benefit of suspension of sentence, except as provided in Paragraph (2). 

(2)  The court, in its discretion, may suspend the imposition of the sentence and place the offender on probation with the condition that he shall perform five days of community service work.  Failure to successfully complete the community service work, as determined by the supervisor of the program to which he is assigned, may result in revocation of probation.
